The Registration Process

The University registration process is comprised of four components:
    1- Preregistation
    2- Add/drop and Continuing Registration
    3- Late Registration and Final Add/Drop
    4- Cancellation of Registration

When is Preregistration and what is it?

Preregistration takes place in late October and early November for the Spring semester and late March and early April for the Fall semester.  During this period, students may register using Rutgers Touchtone Telephone Registration System (RTTRS), or WEBREG Online Registration (http://webreg.rutgers.edu), or thru in-person registration.  The RTTRS Telephone System can be accessed using either: (732)445-1999, (856)225-1999, or (973)353-1999.

Continuing graduate students may register at any time, once the registration process begins.

Undergraduate students follow a descending degree credit schedule, resulting in seniors registering first, followed by juniors, etc.  The registration system blocks undergraduate students from adding or dropping courses on days other then those assigned to their degree credit group.  Undergraduate Registrar Satellite Offices (located on the various campuses) are available, according to a preannounced schedule, during this period to assist students who must register for a course in person. Both the Undergraduate (ASB, Room 200B) and Graduate Registrar's (ASB, Room 200F) Offices are open Monday-Friday, 8:30 AM to 4:30 PM during the preregistration period.

When is the Add/Drop period and what does the process consist of?

The Add/Drop period generally occurs during the first two weeks of the semester.   Students may add and drop courses to finalize their registrations.  The actual add/drop dates are determined by the University Senate prior to the beginning of the semester, and it can vary each semester.  Also, the Senate's decision supercedes any previously advertised add/drop dates contained in catalogues, etc. Therefore, students must check the Registrar's Website at the  beginning of each semester (htttp://registrar.rutgers.edu) to determine the latest registration information available.  Students may use RTTRS, WEBREG, or in-person registration but undergraduates must register following a descending degree credit schedule (similar to the preregistration schedule).

Instructors may assign special permission numbers to students during this period.  Instructors should not advise students to go to the Registrar’s Office to add a course because there appears to be empty seats in a classroom.  An empty seat is not necessarily an indication that there are spaces available in a class.  Some students do not attend the first class meetings of a course but are registered for the course and will attend.  Each department establishes the number of spaces/seats available in their respective courses.

Late Registration and Final Add/Drop Period

Students who have not pre registered or those who have had their courses cancelled due to an outstanding financial obligation to the University may register "late" during the first five days of the semester.  These students must first make contact with the Cashier’s Office to pay their term bills and any other outstanding financial obligations.

During the first week and a half of the semester, some of the undergraduate registration staff (the ASB Office will remain open during this time) moves from the Administrative Services Building, Room 200B, Busch Campus, toStudent Service Offices(formerly called Satellite Offices),  for in person registration on each of the campuses to make the process more convenient and timely for students. Our Student Services Offices are:

    Records Hall, College Avenue Campus
    Waller Hall, First Floor, Cook/Douglass Campus
    Lucy Stone Hall Auditorium, Livingston College
    University College students must go to the Office of Student Services, Miller Hall, CAC

The location of the Graduate Registrar's Office is ASB, Room 200F, Busch Campus at all times.

What is a Special Permission number and when is it necessary?

Special permission numbers are course/section related.  These numbers are needed by students in order to register for courses that have reached their stop points/closed to additional students.  In addition,  special permission numbers are required to override the class year, school, or major restrictions on a course.  Please be aware that if you give a student a special permission number to override a class year, school, or major restriction, the special permission number will allow the student to register for the course even if the course has reached its stop point, resulting in too many students in the course (not enough seats for the total number registered for the course).

Instructors will receive a list of special permission numbers from their departments.  These numbers are not generated by the Registrar’s Office.  Requests for additional special permission numbers must be made through your department.  Requiring special permission numbers after the add period is over allows an instructor to determine if a student may enter his/her class at the late date.

Instructors must keep a record of the student(s) to whom they have given a special permission number. Please check with your department regarding their policy for special permission numbers and how they are assigned.

Special permission numbers are course/section specific and may only be used once. They cannot be shared among students.

What is a prerequisite override and when is it necessary?

Departments determine what course(s) a student must take, prior to, or in conjunction with a specific course.  If the instructor or the department waives the requirement of the prerequisite or co-requisite course, the student should be given a "prerequisite override" form.  The student must take this form to the Registrar’s Office or the satellite office, to have the course added to his/her schedule.  If the course has already reached the stop point, the student must also be given a special permission number, as well as the prerequisite override form.

When and why are registrations cancelled?

A student’s registration is cancelled at the beginning of a semester for financial holds.  A student’s courses are deleted if more than $100 is owed to the University, either to one department, or to a combination of departments.  In order to register for classes, the student must satisfy their financial obligation to the University, pay their current term bill, and register in person at the Registrar’s Office, ASB (or Undergraduate Satellite Offices if first five days of classes).

Students are deregistered after the first two weeks of classes if they have not paid their current term bills.  Once these students pay their current term bills during that term, their courses are automatically restored.  These students do not have to reregister for their classes.



Net I.D.

The University uses NET ID and a secure password as a sign-on identifier to log into the following:

     PAC Change (students)
     Address Update (students)
     Transcripts and Grades (student and faculty/staff views)
     Class Rosters (faculty and staff views)
     Deans View

The NET ID is the prefix before the @ in your email address. There is a web site link that will assist you in identifying your NET ID: http://www.acs.rutgers.edu/netidquery


FERPA - CONFIDENTIALITY and SECURITY



FERPA - INTRODUCTION

Educational records are kept by University offices to facilitate the educational development of  students. Faculty and staff members may also keep informal records relating to their functional responsibilities with individual students.

The Federal Family Educational Rights and Privacy Act (FERPA) of 1974 identifies the rights of students and their families with respect to student educational records kept by institutions. As part of the requirements of FERPA, the University has a policy on Confidentiality of Student Records.

FERPA - YOUR RIGHT OF ACCESS TO YOUR RECORDS

The right of access to education records means that you are entitled to review, inspect, and obtain copies of your education records (with some limitations). The law defines education records as:

"Educational records are those records which: (1) are directly related to a student, and (2) are maintained by an educational agency or institution."



FERPA - RIGHT OF ACCESS TO YOUR RECORDS BY OTHERS

Before the university can release your records to most third parties, you must authorize such a release. Your consent to release records must be written, signed, and dated. It should specify the records to be disclosed, the purpose for disclosure, and the party, or class of parties, to whom disclosure may be made.

You may, for your convenience, give general consent to classes of inquiries (for example, all prospective employers). You may request a copy of the record to be disclosed and, if it contains confidential material to which you have either no right of access or have waived your right of access, you are entitled to an inventory of such material.

The university may release information without your consent to:

  1. Officials or faculty of Rutgers University who have a legitimate educational interest in your records.
  2. Authorized representatives of:
  3. Financial aid officers to:
  4. State officials or authorities to whom information is specifically required to be reported or disclosed pursuant to state statutes adopted prior to November 19, 1974.
  5. Educational testing organizations, if no personally identifiable information is disclosed.
  6. Accrediting organizations in order that they may carry out their accrediting function.
  7. A court in compliance with a judicial order. (In such a case, the university will make a reasonable effort to notify the student in advance of the release.)
  8. Life safety personnel in a health or a safety emergency.
Any of these disclosures are subject to the restrictions imposed by the act and subject to your review.


FERPA - DIRECTORY INFORMATION

The university is permitted to provide directory information without your consent. However, you are entitled to know what is classified as directory information and you have the right to request that such information not be disclosed. Rutgers defines directory information as:

You may request that such information be kept confidential by writing to the University Registrar, Administrative Services Building, 65 Davidson Road, Room 200L, Piscataway, NJ 08854-8096. Publishers of the On-line Student Directory are required to honor your request.

FERPA - REQUEST TO CHANGE STUDENT I.D. NUMBER

Should you wish to change your Student I.D. Number, print out the request form and submit it in person to the Office of the New Brunswick Registrar, 65 Davidson Road, ASB Building (Busch Campus), Piscataway, NJ. Two forms of identification are required. These may include: Your Rutgers Student I.D. card, your driver's license, a voter registration card, a marriage license, a court order, or your social security card.

Student Enrollment Verifications

Request an Enrollment Verification Form:Requests for verifications are received by the Registrar's Office from external agencies such as credit card companies, prospective employers, lending institutions, state departments of higher education, government agencies, students, and others.

In order to expedite processing the large number of verification requests received, a standard computer generated form letter has been adopted to provide information generally requested by external agencies instead of completing every specialized form received individually. The Office of  the Registrar will not complete agency supplied verification forms, but instead attach our form letter to the original agency supplied form and mail it out.

Verification of either enrollment or degrees earned at Rutgers University can be obtained by visiting the Registrar's Office in the
Administrative Services Building, Room 200L, Busch Campus, or by sending a letter of request, or the completed Verification Enrollment Form to:

Please be sure to include the following information in your request:
     Social security number
     Name
     Name under which attended
     Dates of attendance
     Degree conferred
     Full name and address of the person or institution to which the certification is to be mailed.
     Your signature

Requests received via E-mail will be accepted, provided the information sought is based upon directory information, defined by Rutgers University as:
     Name, campus address, and permanent address
     School of attendance, major field of study, class year, dates of attendance, current credit load, credit hours earned,
     degrees received, and date(s) of degrees.

Verified information consists of a student's name, address, dates of enrollment, curriculum, degree date, and/or anticipated date of graduation. Any other information related to grades or cumulative average is considered confidential and not released without the student's written authorization. For further information regarding the university's policy on confidentiality and your rights under the Family Education Rights and Privacy Act, see Confidentiality and Security.

Any other information including grades, GPA, social security number, and/or date of birth, is considered confidential and will not be provided via e-mail. For confidential information requested, a signed release from the student authorizing release of such information, is required.

Students who have exercised their rights under the Family Education Rights and Privacy Act (FERPA) to withhold any and all information from being released will also be required to either mail or fax a signed release to the Registrar's Office before the request for even directory information may be processed.

Please allow approximately five (5) working days for the request to be processed from the time received and include the information listed above. Processing time during peak periods may increase by several business days due to the high volume of requests received. In general, response to Email requests is given within two (2) working days. However, if there is no response within that period of time contact the Verifications Department of the Registrar's Office by calling (732)445-3220 or write to the above address.

Standard delivery of verifications is by first class U.S. mail. There is No charge for this service.

Please Note:  Enrollment verification letters are not distributed via Fax. Faxed copies are not considered official without the seal of the University. In an emergency situation, a faxed copy may be requested upon payment of $5.00 fee to fax within the country and $10.00 fee for overseas. Checks may be made to the order of: Rutgers University and mailed to the Registrar's Office, ASB, Room 200L, Busch Campus, 65 Davidson Road, Piscataway, NJ 08854-8096, Attn: Verifications. Normal processing time is two working days after the request has been received. However, we can not notify the requestor of either receipt of the fax or completion of the request. Hence, we suggest you either mail your request, come to the office and personally complete the form to expedite matters, or email your request to: verific@rci.rutgers.edu.



Records

Our Records Department updates student records for both current and transfer students. They process rosters, grade changes, and additions and corrections to graduation records.



Transcripts

VIEW TERM GRADES, TRANSCRIPTS & CLASS SCHEDULES - Using Online System
Currently enrolled students can view their schedule of classes with meeting days, times, and locations, as well as their semester
grades and full transcripts and/or transfer course credits. Transcript information is updated weekly. Transcripts are not available
on Fridays from 6:00 PM to 8:00 PM.

TERM GRADE REPORTS - Using RTTRS Phone System
Currently enrolled students can order a term grade report or request an unofficial transcript by calling the Rutgers Telephone
Grade Inquiry System at one of the following numbers: (609) 225-1999, (732) 445-1999, or (973) 353-1999. Once you have
gained access to the system, it will prompt you with recorded messages. In addition to your nine-digit student ID number you
must use your PAC (usually the four digits comprising the month and day of your birth). Your term grade report is available
only for the semester just ended at Rutgers. To hear the ordering option you must first listen to one semester of grades on the
Telephone Grade Inquiry System.

OFFICIAL TRANSCRIPTS
Requests for official transcripts for all current and former students will be processed in the order received. Allow ten (10)
days for release. There is no charge for this service. A transcript will not be released for any person whose financial
account is not clear. We will not accept EMAIL requests!

How do I obtain student information?

To obtain a student’s schedule, access http://registrar.rutgers.edu/NBINDEX.HTM.  Click on the box marked "Grades, Transcripts, Class Schedule."  Click on "View Grades, Transcripts, Class Schedule - Faculty/Staff Use" and follow the directions on the screen.

To obtain a student’s email address, permanent address, or PO Box, go to:     http://www.rutgers.edu and click on "Find:  People" - you will be prompted to input the student’s name.
